Step 1 — Verify Integrity of Game Files
Right-click the game → Properties → Installed Files → Verify integrity of game files. Steam re-downloads any missing executables and DLLs. This fixes the error in most cases — wait for the full scan to complete before retrying.
Step 2 — Check Antivirus Quarantine
